The obligation to carry out salubrity programs in public facilities dates back to 1945, when the Regulations for the fight against infectious diseases were published. There are many reasons that justify this type of program, among others the following can be highlighted:
- Epidemiological reasons, given that in most cases, urban pests are vectors and / or reservoirs of diseases transmissible to man.
- Economic reasons, since the presence of these vectors leads to the loss or destruction of materials, food, etc.
- Legal reasons, given that current legislation requires the local administration to organize and promote control actions in order to ensure the quality of life of citizens.
However, many municipalities do not have this type of services, since they do not have their own technical capacity or, in some cases, sufficient resources to carry them out.
The fact that the Baix Ebre and Montsià county councils are consortium members and that they have been one of the main promoters of the Consortium facilitates the execution of this program.
At this time, the COPATE, through agreements signed with the different municipalities of the two regions, is carrying out public salubrity programs in the following municipalities:
