Functions and objectives
On the one hand, the Consell Comarcal del Montsià in 2010, and on the other hand, the Consell Comarcal del Baix Ebre in 2011, drew up the Assistance and Support Plan for Civil Protection in the region (PAS -PC). Consequently, the Assistance and Support Plans in the area of regional protection establish a logistical organization of support, assistance and regional cooperation to the municipal functions of civil protection - both in planning and prevention, as well as in emergency and rehabilitation (return to normality after an emergency) -, to face accidents with greater guarantees (forest fires, snowfalls, floods, lost people ...).
In addition, Pla, Montsià and Baix Ebre also establish a regional management structure made up of a regional Civil Protection Commission, a Regional Emergency Coordination Center (CCEC) and a technical office.
The CODE, the drafting body of the PAS-PC and in charge of the management of the technical office, is responsible for carrying out the different assistance and support tasks in the three sections of Civil Protection: planning and prevention, emergencies and rehabilitation. .
The main objectives of this section are:
- Draft or protect municipal action plans in matters of civil protection.
- Draft or protect self-protection plans for buildings, facilities, dependencies or public activities.
- Report the risks to which they are subjected.
- Inform city councils of the mandatory nature of the plans.
- Monitoring of the implementation of civil protection plans.
- Maintenance of civil protection plans.
- Review civil protection plans.
- Advise volunteers in relation to courses, grants, ...
- Prepare mandatory technical reports.
- Prepare the allegations that the municipalities consider appropriate.
